BLACK CRIMINALS.
— : ms+ (Press Assn.— By Telegraph.— Copyright.) CAPETOWN, February 8. Replying to a member's suggestion, Mr Hertzog stated that the reports of assaults on the Rand were exaggerated. The Government did not intend to instruct judges to inflict the death penality for attempted assaults. Five thousand attended a meeting of the Wanderers' Club at Johannesburg, and it was resolved that the^honor of the white women must be protected ; that , the penalty for attempted rape Bhould be death ; that increased police protection is imperative; and that the gradual diminution of male natives aB domestics, is most essential. Details of the Pankalonga outrage are that a native came to a door, pretend* ing to be a messenger. He forced an entrance, and seized the lady m the house. After a desperate struggle the lady finally freed herself and procured a revolver. She shot her assailant dead.
