DEFERRED CABLES.

The Toronto correspondent of ;,tho Times states . that it is reported the cable companies and post office authorities are discussing a proposal for five letters to be, regarded as prie.word in deferred Pacific cable messages, and that, if true, the proposition is a farcical one. ,■ ■■■.■-.■■• ■ .). . ■ .;' In the House of. Commons last week tho Postmaster -General announced that he had under consideration proposals' for a large reduction in the rates for cable; grams which are sent by. European routes, and which are written in plain language, and are j not marked urgent. The adoption of these , proposals, how.ever, involved negotiations with foreign administrations. Mr Samuel stated that he was considering also ' a proposal for the use of telephone riumbera as telegraphic addresses, to which telegrams might be delivered by telephone instead of by messenger. ; I ';
