Th<> committee appointed to consider the proposals of tho Gisborno Borough Council relating to tramways extending into tho county reported as follows to the meeting of the Cook County Council to-day : — . '"Wo have; taken into, consideration the subject of alteration to county road? by reason of extension of borough trams. As those extensions appear 'to us tot be of advantage only to those county ratepayers who live on either side of the line, and. not to the county ratepayers at la,rge, we think! it ■• would be am fa it to cast the heavy expenditure necessary on the latter. It would therefore seem to us to be a question for consideration by the county ratepayers who desire the trams a,s to whether they would, by local rating, provide the necessary funds, which in our opinion may not be taken out of the general county fund for works of only local benefit. There are, however, certain works, numbered. 1, 2, 3, and 4 in the Engineer's report, to which tho. ridings in which these are situated might fairly contribute the proportion therein set out, viz., half cost of items 1, 2, and 3 and the whole of item 4. Items referred to : (1) Reconstructing bridge near Kaiti school, half cost, £75 ; (2) three concrete culverts, half cost, £100; (3) bridge at Bell's, half cost, £225 ; (4) draining portion of county road, whole cost, £20.''

The Council's solicitors advised retarding the proposed tramways that no tr.imlina could be constructed until an application in the . prescribed form had lieen lodged with the Minister for Public Work*, accompanied by plans and specifications, and, until the Oovernor-in Council had considered such application. Before an order was made an inquiry would be made, at which Ihc County Council would be heard. The County Council were protected against damage to roa-ds caused through the construction oj the tramline, and the Borough! Council would have to repair the por- 1 tion of the road utilised by the tramline, and IS inches on either /dde of the tramline: x The committee's report was adopted, and it was decided to notify the Borough Council as to its contents.
