UNITED STATES' CUSTOMS TARIFF.

(Preae Assn. — By Telegraph — Copyright*. WASHINGTON, May 1. The Finance Committee's substitute for the maximum and minimum provisions m tlie Payne Bill has been reported m the Senate. It provides for the application on the Ist of April, 1910, against any country discriminating against United States products, of a maximum tariff consisting of an additional 25 per cent, ad valorem on all rates. In the Senate, the Bill Committee also recommended m the cases> of countries whereto the maximum rates are applicable a duty of 10 cents per pound on coffee. The President, may, m the event of no discrimination, grant the minimum rates tb the whole of a foreign country, or exclude dependencies or colonies. Thus, according to the newspapers, the maximum tariff may become applicable to any foreign country or colony which adopts and enforces tariff legislation.
