GERMANY'S CRAFTY MOVE

The Times Tangier correspondent on Monday states that Germany has taken a most regrettable step by* the departure of Dr. Vassel, .the German Consul. Preparations were conducted Avith tho greatest secrecy, and the departure Avas carefully concealed from the other European representatives by the German Legation. Dr Vassel left Tangier for Fez, presumably m older to resumo his post at the court of Mulai Hand, whom the Powers have notf yet recognised. It is clear that the Germans desire to be considered by Mulai Hafid's tribes as the first PoAver recognising Mulai Hafid. Prince Bulow, at the same time, doubtless desires Germany 'to be the sole Power having a confidential adviser ' on Mulai Haiid's side, but it is very much doubted Avhether the practical benefit which, will accrue from this stealing) of. a march will be Avortli the very just and very adverse criticism which it Avill meet Avith from Europe. The German official version is that Dr. Vassel Avas sent at the urgent request of German claimants to settle outstanding claims, and the journey bos no political object. It can only end m a return, but such a moA r e at this juncture cannot fail to have a political-effect on Morocco, Avhatever Germany intends.
