The Dominion, he said, should not make any ...immediate contribution to the Imperial Navy. There were other, channels into which she might direct her resources, and these were more important at present to the interests of the Empire. Her energies, too, might find a more valuable outlet. Canada and the Empire -were necessary to one another. Without the support which she now enjoyed as part of- the Empire, Canada might soon lose her national existence. On the other hand, the Empire without Canada might soon cease to be an Empire. That being 'so, it was of the first importance to the Empire that Canada should be strong, and that all her surplus energies should be concentrated upon whatever would be likely to increase her strength as a nation.
