' * — THE OUTER HARBOR SCHEME. ; (To, the Editor of the Herald.) Sir j— l have perused with much interest, and I may say gratification, Mr Matthewson's forecast of the Harbor Board's finances. One thing seems established beyond dispute — that is that there will be no further liarbor -rates struck m the Borough or m either County. This being so I presume the Board will offer no further objection to the wish of the Waiapu County to.be removed from the operation of the Bill how before Parliament. I would further suggest that the rating aria be confined entirely to the limits ofthe Borough, m which case the Board might declare dividends to rater payers out of its continually increasing surplus until at last the income of the haroOr shall, have extinguished even our Borough ' rates. It 'is not yet too late to have a clause inserted m the Bill conferring powers to do this.— l am yours etc., •'WAK.PU." „
