I (Press Assn.—By Telegraph. — Copyright.) | LONDON, April 25. I The Imperial Conference is discussing questions of naturalisation and emigration. MELBOURNE, April 25. The whole of the correspondence in con. miction with the State 'Premiers' demand to be represented at the Imperial Conference, has been published. Mr Deakin, -writing to Lord Elgin, in reply to Mr Cari/utliers' representations, declared tliat to approve tli© participation of the States would be to admit, that, the existence of the Commonwealth was altogether unnecessary. He characterised. Mr Carrut hers' memorandum as irrelevant and unconstitutional, excepting for the preposterous assumption that unless '.. the States were admitted to the Conference they would 1 regard lets the ties with tlie Motherland, and would .encourage the spirit of independence of an. authority wmcb refuses to sympathise with them. Such a suggestion, said Mr Deakin, scarcely deserved comment. He added : "Excepting in the ranks of a certain number of State politicians who, for personal reasons, resent the limitation oi their powers-, there is no dissatisfaction at the proposed constitution of the Conference."
