His Worship tlie Mayor (Mr Townley) lias forwarded 'h e following replies to lhe questions of tho deputation who waited on him m regard to an outer harbor for Gisborne : — Question 1 : "If Mr Townlev will pledge hiniself to u.*?e every endeavor to get an Eiiiibliiiir Bill placed before tlie public before the opening of the next session, so that this Bill shall be placed before Parliament during tlie coming session'' — and (2) '"If Mr Townley will pledge himself to use every endeavor to lay a scheme for an outer harbor before the ratepayers within, say. one month of tlie receipt of the consulting engineer's report." Mv Townlev's replies are as follows: — "I have given very careful consideration to your queries, and m reply thereto I beg to state the position I take up. Ist : lam m favor of an outer harbor as good and as extensive as our rapidly expanding commerce warrants. 2nd : Tho river must not be allowed to drift back lo its former shallow state, and accommodation must be provided there for the increasing trade of the -port, pending the construction of the outer harbor. In answer to j-our questions m detail I have to say: — Question 1: I have no objection to an Enabling Bill being placed before the public before the opening of next -.ession if it will m any way expedite the work. " In my opinion, however, the proper time to draft such- a Bill is after the. adoption of an approved scheme by the Hi-i-bor Board. I see no chance of passing such a Bill except such information be given to the district and to Parliament. Question 2: I will place the consulting engineer's scheme before the Harbor Board immediately upon* receipt, thereof, and if that report be favorable, I will see that there is no nnnesessary delay m placing the matter before the ratepayers.')
