Lyue having explained that two members of the Melbourne Club told him the club would do almost anything to bring about a settlement, but it must take place within' four days. Speaking at Arncliffe, Mr Carnithers announced that the Lands Department would be placed under commissioners. He claimed that the Government, by their closer settlement policy, had placed fifteen thousand people on the land.
