The uncensored report of the special correspondent representing Polish papers published ins Austria states that the massacres at Bialystok were arranged by local authorities. The victims are variously estimated at seven hundred to two thousand. The Jews m many other towns are panic-stricken, believing that the Bialy. stok outrage is the beginning of an organised.' series of massacres. Pour Jewish members of the Douma appeal for foreign' intervention to avert a terrible catastrophe. Tlie Times' St. Petersburg, correspond, cnt reports that the political situation is nearly desperate.,, The authorities are powerless, the troops mutinous, and anarchy raging everywhere. The Douma is on the point of being extinguished. There is a considerable fall m Russian bonds abroad. The Bourses ot St. Petersburg and Moscow are m a state bordering on panic. Broker, predict certain financial disaster unless the Government yield to the Douma. Cossacks at Odessa refused to fire en a meeting of strikers, who clveered and hoistea the red flag, which the Cossacks insisted on having removed. Sailors at Kronstadt threaten not to tolerate interference with the Douma. ST. PETERSBURG, June 18, The Novoe Vremya admits that the massacres at Bialystok are intended to punish Jews for the murder of a popular police officer, though the Jews declare that they are innocent. A fortnight ago Jews appealed to'the Governor of Grodno to take precautions. He replied thai nothing would happen. Though there were five infantry regiments, besides dragoons and -many police m Bialystok, the authorities did not intervene for two days, allowing an almost continuous butchery. Every shop audi house m seven of the principal, streets was wrecked. Six thousand Jews fled to the forests. Order is now reported to be restored. (Received June 19, 8.33 a.m.) ST. It is officially admitted that the first telegram marked "Official," stating that the Bialystok massacre was caused by Jewish bombs, is a baseless fabrication of the St. Petersburg telegraph agency, 'to foment trouble.
