ST. PETERSBURG, May 11. There was a demonstration among the people round the Winter Palace, where, amidst a magnificent ceremonial, the Czar arrived almost by stca'Ht. He addressed l|ie Council of the 1 >iro and the Douniii. The colorless speech from tho throne was received iv stony silence by the Dounia, and applauded only by tho Court and biucaucrats. The speech cleared the deepest disappointment. He commenced by promising to watch over the stability of institutions! granted, and he einphftsiscd the words as he proceeded. He declared that the welfare of the Stnro demanded equal liberty and order, based' on right. He prayed for a blessing on the labors of the Council and Douma.
The Ciiar and Eniprewj have returned to Peterhoff.
Eager crowds m the direction of Tuu. ride Palabe warmly cheered the procession of menlbem of Ihe Douinn thither.
Professor Mouromtseff, of Moscow,. was elected President.
Tho Douinn resolved to ask for an amnesty for political prisoners.
