Voters from all parts of Ru««ia are profoundly disinclined to register for the Duma, owing to the Governments preventing au electoral campaign and the prevalence of repressive measures. The indifference is specially marked at Moscow and Odessa. High bureaucratic circles are freely discussing the definite postponement of the Duma. LONDON, January 24. The Times' St. Petersburg correspondent says that the Czar intends to grant a political amnesty to all except persons found m possession of explosives.
