Mr John Redmond, speaking nt Waterford, declared that no English statesman was able to displace Home Rule as the great Imperial question of the House. Twenty Guards' officers and two Guards at Tsarskoeselo have been arrested for conspiracy. Au unconfirmed report is current tliat one of tho Grand Dukes is implicated in a plot against the Czar. There is a growing anticipation of a coup d'etat- to establish a strong military rule. 'The only troops still unsuspected of disaffection are Cossacks. Father Gapon is now in Finland. Troops who were sent to Vladivostock from Japan notify that unless informed within five days when and whither they arc to be moved they will destroy the town, shipping, and kill tlie officers. The officers are helpless, as tho troops hold the forts.
