BIRTH-RATE PROBLEM.

Bishop Ingram', addressine the clergy at St. Paul's Cathedral, declared tluit it was impossible to describe the dismay -wherewith he viewed the diminution of the birth-rate in England and Auvtralia tlirough deliberate artificial prevention. It was necessary to summon the forces of the Church to stem the gigantic evil. He honored the Roman Church for condemning prevention as a sin. It would ill become the Church of England to less clearly condemn a practice which was eating out the heart and draining the lifeblood of the country from all parts. The miserable gospel of comfort was the curse of the present day. They must live the .-ampler, harder life of tlieir forefathers, or the glorious heritage of Empire would surely slip from their nerveless fingers. '
