LONDON, March 10. Admiral Rotiidestvensky lias started to meet Admiral Diebogataffs division of the Baltic fU-et at Jibutel.
The Russian cmtract for the purchase of a number of ll.unburg-Americdn liners collapsed through inability to agree. Only two were purchased. A Russian battleship, four oruigers, three transports, and lour German colliers lay oif Zaffarinie Islands for 24 Iwurs. When ordered to proceed they pleaded lliat they were damaged. Some proceeded, and the rest remained for three days. All proceeded at last.

A collier, which has arrived at Durban, reports that the Baltic fleet is covered with seaweed, rendering it impossible to proceed. ST. PETERSBURG, March 10.
Four of Admiral Rozhjestvensky's warships are reported to be virtually incapacitated owing to tlieir armaments being too hoovy. Coaling is exceedingly difficult.
Russia Iki* ordered Antwerp firms to cease shipping meatß, explosives and ammunition to Admiral Rozhjestvensky.
