POWERS' DEMAND ACCEPTED,

(Eleitrlc Telegraph— copyright— United Press Association ) LONDON, Dec. 31. The Germans have captured Singanchau, with large supplies of war material, and many Krupps and Maxims. Li Hung Chang telegraphs that the Court has accepted the Powers' terms, and has authorised the signing of a preliminary treaty. JEhe Emperor, he says, wishes to return to Pekin at the end of February. The alleged enthroning of a new Emperor is regarded m Berlin as an attempt to deceive the allies and protract negotiations. Five foreign expeditions are operating, under Count Waldersee's orders. The Times' Pekin correspondent states that Count Waldersee's harshness towards the innocent Chinese m the constant practice of extorting contributions, and the frequent breach of his promises, is in- [ juring the reputation of the allies and | producing a condition of unrest, and affording a protest against the continuance of hostilities and occupation. He urges that the British troops be removed from Waldersee's command, since the British officers are never consulted. (Received January 2, 8.40 a.m.) Jon. 1. — The American Government has •instructed Mr Conger to urge the suspension of military incursions. Ching and Li Hung Chang are surprised at the Emperors ready acceptance of the Powers' terms. The Emperor instructed the envoys to secure the best terms, regretting the limitation of the Legation guards and the number of .military posts on the railway. He requests the disarming and not the destruction of the Taku forts.
