An inspired article published in the Berlin Neueste Nacrichten says Germany's policy in regard to South Africa is one of absolute neutrality. It addß that the French press, in recommending intervention on the grounds of abstract justice, betrayed an aspiration to apply the principle to Alsace-Lorraine. Great Britain was the great sea power and Germany the great laud power. In view of. future reorganisation in South Africa, Germany was doubly interested in co-operating harmoniously with England. The journal further Btates that the Kaiser's forthcoming visit to England is dictated not by personal but exclusively national reasons.
