CARLISM IN SPAIN
A RISING EXPECTED SHORTLY.
Biarritz, August 26.
A manifesto by Don Curios is announced to appear shortly. Spanisli Ministers assert that the Pretender is unable to find enough money to run a revolution, and that he will be forced to postpone the rising until next spring. There are signs, however, that Don Carlos will not wait so long. Aleanwhile the Spanish Government increases its precautions to prevent any outbreak of Carlistn. The Captain-General of Aragon lias suppressed all the Carlist clubs nnd associations.
Though the censorship prevents publication, it cannot keep secret tho fact that small armed bands are appearing and disappearing daily in various parts of Spain, showing a general state of fermentation born of impatience with the present condition of things. The work of fanatical Republicans aud Carlists is helped by the general misery, and by the prevailing irritation against the Government.
