LABOR TROUBLES.
London, Nov, 2, Lord Roscbery, speaking at Manchester, said the attempt at mediation in the engineering dispute would prove futile unless it was warmly invited by one of the parties. The cotton spinners have given notice of a reduction of wages of 5 per cent. They have, however, oll'ered to submit proposals to arbitration in accordance with the existing agreement with the operatives. Mr Ritchie, President of the Board of Trade, has submitted his amended suggestions for settlement of the engineers' strike to the President of the Employers' Association, and has also invited the engineers to separately consider the proposals.
