Commenting on tho now Cabinet appointments, the Telegraph to-night says :— The result of the latest Cabinet meeting is not likely to strengthen the Ministry with the country. It has been hinted for a loug time past that Mr Carroll was manifesting his dislike to remain without Cabinet rank. As Mr Seddon probably finds him useful in some of the dubious Native matters on the shoulders of the Government, he was bound to add to his emoluments and his dignity. To call him Commissioner of Stamps gets over the difficulty in the least hurtful manner. Otherwise his position will not be changed much. He will doubtless continue to add to the Ministerial total for cab hire, draw his " travelling expenses," and color his favorite pipe with as much imperturbability as when he was only half a Minister. For the rest he stands as the Seddonian ideal of a Minister who is sagaciouß enough to avoid over-exertion on his own part, and to see that official peace and comfort flow from strict subservience to tho Premier.
