London, Jan. 19. Sir Garnet Wolsley, Commander-in-Chief, Bays he has never known the British army to be better prepared for war than at present. The Electrical Engineers Society has offered to organise a service for national defence. The Hon. Mr Chamberlain declares that the national difficulty has proved that the old spirit is still alive, and that the resources of the empire were never better able to meeD any emergency. England and Portugal are parleying with regard tonew agreements of African interests. . It is rumored England has bought Delagca by virtue of pre-emption. Great Britain and France have virtually arranged the disputes over the Customs duties in Tunis and the Niger boundary. Berlin, Jan. 19. The Emperor of Germany, addressing the generals and statesmen on the 25th anniversary of the consolidation of the empire, thanked Providence that the prescribed work had been achieved, and said he was determined to perfect a scheme of defence and promote the welfare of the people. Ho appealed for united support, which would continue astrong pillar for maintaining peace. The Cologne Garette savagely attacks tha Emperor's approval of the enforcement of Transvaal independence when peace with Great Britain was imperilled. Niw York, Jan. 19. The New STork Sun states that friction is likely to ensue from England's retention of inland American waters. Paris, Jan. 19. At the request of France the Italian Government prevented a steamer carrying 50,000 rifles for the Abyssiniana from landing them in the Red Sea. Ottawa, Jan. 19. The captains of steamers on Lake Ontario have offered their services in the event of an outbreak of war. Washington, Jan. 17. The Foreign Committee of the Senate recommended Congress to carry a resolution to prevent the cession or purchase of any territory in the western hemisphere.
