Sydney, Sept. 2?; The Premier has wired the Premiers of the other colonies that he intends to introduce a Federal Enabling Bill daring the present session. He proposes under the measure to treat the colony as one electorate and ask voters to elect ten representatives to a Federal Convention, which should draft a federal constitution and then adjourn for not less than 60 nor more than 90 days, during which the public will be given an opportunity to criticise the proposed constitution, and any defect that was pointed out could be rectified when the Convention reassembled to ratify the measure. The measure adopted at the second Convention to be the Federal Constitution Act. ! The Premier of Victoria has replied that he will be glad to follow the Premier of New South Wales, and wishes the scheme every success. The Premier of Bouth Australia is also favorable to the proposal, and adds that of course each colony will have power of making modifications, excepting as regards the chief; objects of the Bill.
