TIIE LIBRARY. # # The Parliamentary library ia receiving through Sir John Hall a very handsome gift in the shape of a life-sized portrait of the Queen taken in the jubilee year. i THE THREATENED LIBEL ACTION. As a result of a visit of Mr Guthrie, manager of the Press Company, Christchurch, the libel action instituted by the Insurance Department against Truth has been with drawn. The terms of settlement provide that the newspaper shall pay all costs incurred, apologise and retract for the statements made in the article complained of. THE LIQUOR BILL. Mr Buddo is pieparing a number of amendments to the Alcoholic Liquors Sale Control Bill. Ho proposes that only one bar should be allowed to any licensed house ; that any traveller entering, or being found on any licensed premises within a distance of nve milea of any other licensed premises he may have called at for refreshments, shall be liable to a £2 fine unless he can prove he "had business there; any person nob an inmate, servant, or lodger found on licensed premises during closed hours shall be fined £2 j anyone giving a false name when so found shall be fined £5 ; any person endeavoring to procure liquor by false pretences to be fined £5. Mr William Hutchison proposes amendments prohibiting the licensing of any hotel containing a billiard table ; that no woman other than the licensee shall be allowed to sell liquor in the bar ; no liquor to be supplied to any woman or any person under 16, and all bars to be closed on the weekly halfholiday. ! Wellington, to-day. judge Richmond's successor. That Sir P. Buckley has expressed a desire to be appointed successor to the late Judge Richmond is admitted, and it is unlikely that his colleagues will in any way interpose in regard to the fulfilment of his wishes. In that case it may be taken for granted that Sir' W. B. Perceval will be re-appointed Agent-General for b full term. THB FINANCIAL DEBATE. The Financial debate is expected,, to be brought to a close on Wednesday. None of the Government supporters who are dissatisfied with the budget proposals are likely to support Captain Russell's amendment when it is moved, bub will claim a free hand in Committee in dealing with the tariff and reciprocal agreements.
