GISBORNE'S UNEMPLOYED.
[To THB EDITOB OT THB HIEALD.] Stß,— ln writing this, lam actuated, not by personal feelings alone, bat hy a strong belief, held by the resident unemployed of the district, to whom, I maintain, greater consideration should be shown than to the floating members of that, unfortunate class who periodically make the, Bay a halting jplace. That all who are willing to work should, m this country, obtain work, I agree ; but I think, and others with me, that those who have lived here for years, who directly or indirectly pay taxes, and who are anxious to keep credit with tradespeople, should receive greater consideration. By a system it could be so arranged that the Engineer's estimate for any given work ohold he made known, and applications cttlled for by a body of men willing and able to do the same at the Engineers figures. This would be better, both for the Council and for the men, who now work for some of the successful tenderers, the Bpecial Act for recovery of wages notwithstanding. I submit, further, that tradespeople would be vastly benefited, as they, would know the characters of the people dealing with them, the amounts they would be individually entitled to "draw," and have a greater certainty of receiving any sum of individual indebtedness.— l am, etc., Bona Fides.
