A CHANGE IN THE PERSONNEL. MAXWELL AND HANNAY RETIRE. TWO NEW MEN APPOINTED. (Special to Herald.) Wellington, to-day.— The new Railway i Commissioners are to be Mr Ronayne, in charge of the Greymouth section of railwayej I Mr Scott, of Scott Bros., Chriatchurch, and , Mr McKerrow, the present Chief Commies Bioner. They are to be appointed for nine months, subject to ratification by Parliaj ment. Messrs Maxwell and Hannay retire ' immediately. j
