The New Viceroy of India.
London, Sept. 6.— The Times considers Sir Henry Norman as good a choice as the limited material at the disposal of the Government allowed. The Standard states that several Liberal peers refused the Viceroyalty, and Sir H. Norman was chosen as an advocate of masterly inactivity so dear to the Premier. Calcutta, Sept. 6.— Calcutta Englishmen express unqualified surprise at Sir H. Norman's appointment, since the situation requires the ablest and strongest ruler possible.
