liONdon, July 19. In tho House of CommbiiH to-day, the Hon. A. J. Balfour moved an amendment to the clause under discussion in the Home Rule Bill, that no civil servant in Ireland be dismissed until he had been offered an equivalent position in England or Scotland. The amendment was rejected by a majority of 42. The Home Rule Bill will be reported from committee on Augiut 7th, and a fortnight will bo allowed for debate on the report and third reading. The Daily Chronicle says it is expected that fifty Radicals will vote against debarring the Irish Parliament from dealing with land for the nexli three years.
