THE HOME RULE BILL.

London, July 15. In the House of Commons en the Home Rule Bill, Sir W. Harcourt, Chancellor of the Exchequer, stated that it had been arranged that Ireland's contribution should be L 1,800,000, 800,000 to the Exchequer. Mr Sexton said this implied that the military and police expenditure would be increased if Home Rule was rejected. Air Goschen commented upon the significance of the admission. Sir George Russell declared if the Bill passed there would be no surplus, and Ulster will' be refused a farthing of assistance. Mr Sexton's remark, he considered, indicated that the Irish leaders are sitting on the safety-valve of crime.
