Powers under the Wellington Electric Lighting Act, IS9I. have been delegated to the Electric Telegraph Commission.

The Railway Commissioners have agreed to allow the Manawatu Railwa}' Company's trains to start from the new station at Te Aro.

It is stated that the Resident Magistrateship has been accepted by the gentleman to whom it has been offered. Mr Martin will be appointed to Kaiapoi, Mr H. S. Wa.rdell, who is now there, being appointed, to Nelson, while Mr R. S. Hawkins will be appointed to Lawrence. Mr Eyre Kenny will be appointed to a district, but the name is not; mentioned.

From a letter addressed to the City Coun« cil by the manager of the Bank of Netv Zealand respecting the transference of the account to the Union Bank, it appears that the Bank held that the sanitation loau could be better floated later on as a parfc scheme for conversion of existing 6 per cents than by raising it separately at present as arranged with the Union Bank.

A MYSTERY OF THE SEA,

VESSEL'S NAME UNKNOWN.

Wellixotox, to-day,

Tiie Marine Department has received & telegram from the Harbormaster at Kaipara that the vessel bottom upwards on the beach at the South Head has been of about 300 tons, built of soft wood, coppered up to 13 feet 0 inches. The ship has apparently been painted of a reddish tint. Up to nine feet of the top sides, counter, and stern is gone and one can see baulk timber in the lower hold. A short piece of the top side of the vessel has been washed on the beach, in. which are four flat chain plates and dead eyes which have lately been filled in to strengthen the stringer. There are also two pieces of kauri and red pine, under deck beams. The logs on the beach are marked WBJSB, CLDW 14, 365D8, 189 BLOOO. The name of the vessel is unknown, and from the absence of wreckage on the beach it is surmised that the vessel has been stranded elsewhere previously.

It is surmised that the wreckage found afc Kaipara is that of the barque Northern Star which left Hokianga for Wellington with timber, ami is now considerably overdue, having been 23 (lays out. The vessel would have experienced all the force of the recent gales.

The crew of the Northern Star are : John McKenzie, captain, late of the Presto; M. Case, first mate ; D. Stuart, second ; H. Keillor, cook and steward ; A. Parson, J. Barry ) James Gibson, 0. M. Hegglan, A.B.s; W. McManus, ordinary seaman. McManus is a native of Auckland. Rcilley was formerly on board H.M.S. Ringarooma. Stuart was born at Whanerarei.

The immigration and emigration returns for February shew the arrivals in the colony to be 2625 persons and the departures 1952, leaving a surplus in favor of the colony of 673 persons. The arrivals were : From the United Kingdom 1«9,* New South Wales 1355, Victoria 893, Tasmania 147, other places 71, total 2025. The departures were: United Kingdom 105, New South Wales 11S0, Victoria 498, Tasmania 104, other places Uo, total 1952.
