At the Medical Conference an interesting paper on criminal insanity by Dr Springthorpe, of Melbourne, alleged thafc the test for irresponsibility of the insane was wrong in* theory, falsa in fact, cruel in metaphysical conception, and unreliable in practical application. A committee was appointed to consider the question with a view of arriving at a better understanding in regard to the question from » legal aspect. A paper on five cases of general paralysis by Dr Herbert Macandrew, of Hokitika, was read. The Broken Hill conspirators, who have been committed- for trial, have been admitted to bail on their undertaking not to participate in strike affairs. Sbht. 29. —It is arranged to take Ja division on the want of confidence motion* Several doubtful members have announced that they will support the Government* who expect a majority of from eight to ten. MELBOURNE, Sept. 28. - Three hundred free laborers under en» oragement to Mr Baxter, who has contracted for stoping the Broken Hill Proprietary Mine, were sent away to-day. .\nother batch consisting of four hundred leave for the mine to-morrow The Minister of Public Works disclaims any knowledge or notice of a placard, alleged to be published by the Government Bureau, inviting 400 men for Broken Hill at 8s 4d per day. Relating to the question as to whether Government would take proceedings in connection with various financial institutions, the Premiey said there was a well established rule that before the AttorneyGeneral could take action a written statement as to the breaches of the law should bo submitted to him by someone who would take the responsibility of laying an information. PERTH (W.A.) Sept. 28. Considerable sensation was caused in town to-day when it was learnfe that Sir Thomas Cockburn Campbell, President of the Legislative Council, had committed suicide wifehin the Council Buildings, by taking chloral. He left a letter wishing the Clerk of the Council good-bye, and previously made his will, but so far no cause is assigned for the rash act. NEWCASTLE, Sept. 28. Arrived : s.s.
