Stout, discussing the Federation question, says that the borrowing powers of the local governments should be restricted by tho Federal Government. He considers t.he question of finance will be a great difficulty in the way of Federation. States should perform their functions out of revenue alone unless loans are required for purposes which will pay interest on them. In New Zealand the commercial element, many of the farmers and some of tho manufacturers are in favor of Federation. It is incumbent on the promoters of Federation to devise a scheme which will enable the individual States, while contributing to tho Federal revenue, to liquidate the interest on their debt.
