Mr G. R. Dibbs, member for Murrumbidgee, and leader of the Opposition, in his remarks on the proposal of Sir Henry Parkes, Premier, on the establishment of an Australian dominion, states the question of federation will not be accomplished by the colonies until a tiscal basis has been arranged .
