Gillies, Premier of Victoria, in replying to Sir Henry Pavkes, urges that the Federal Council is competent to deal with the question of Defence, and he again invites New South Wales to join in the discussion of this important matter. He insists that Sir Henry Parkes' Dominion scheme should not stop short at the levy of taxes. In conclusion Mr Gillies states that his deliberate judgment is that the greatest hope of a large federation becoming a fact in the near future lies in the working means of the smaller federation, which we have in our hands. MELBOURNE, Nov. 15. At the wool sales yesterday the number of bales sold was 3,605. (Received November 16, 12.45 p.m.) Nov. 16.
