Being one of the largest Ratepayers in the Borough your interests are identical with my own, and in the future, as in the past, it will be my earnest endeavour to promote the welfare of this district generally without fear or favor. I have no clique or party to serve : lam an independent Candidate. TO THE ELECTORS OF THE GISBORNE HARBOR BOARD DISTRICT. f^ ENTLEMEN,— At the request of a large number of the Electors, I have consented to place myself in nomination as your Representative for the County. Having employed my best efforts to the passing of a Harbor Bill,— in which I may fairly congratulate myself upon my success, — it will now, if elected, be my ambition to see that the Harbor Board Act is carried out in its fullest integrity, and with as little delay as possible. My desire is to construct the Harbor Works upon the basiß of Sir John Coode's plans ; but, at the same time, to obtain the advice of Borne experienced Marine Engineer, who shall report as to any modifications which may be deemed advisable to ensure the expediting the work and the quick completion of tbe contracts which will have to be entered into. As your Representative I feel that I am, in a large measure, responsible for the success of a scheme which promises so rich a future for the town and district. You may therefore, gentlemen, depend upon my earnest efforts to serve your best interests in all matters concerning the welfare of my constituents, but, in a special legree, all which may relate to the progresa of the Harbor construction, contemporaneously with the opening up and settlement }f the country. TO THE ELECTORS OF THE 3HSBORNE HARBOR DISTRICT. pi KNTLEMEN,— I have the honor to in* form you that I intend to stand for me of the County seats on the Gisborne Harbor Board. lam in favor of the construction of a Harbor, but think the exlenditure of the loan, when raised, should ixtend over a term of at least 8 years. The oan should be raised at once and a large proportion re-invested for varying terms ot fears, the increased interest on which would relieve the ratepayers of an excessive rate tor some years. Strong pressure must be wrought to bear on the Government to in. luce them to liberally subsidise the work, as ihe constructing of the harbor is undoubtedly \ work of a national character. Competitive iesigns for the harbor works should be called For before accepting Sir J. Coode's as the best. In conclusion I would point out to the Electors the grave responsibility that rests upon them in choosing the members of the incoming Board, as they will possess powers for good or ill which no subsequent Board will ever possess. Should you do me the honor to elect me I will use my best endeavours to forward the harbor works without unnecessarily burdening the Ratepayers. I have the honor to be, Your Obedient Servant, W. The Public Trustee is charged with the administration of the Estates of all persons who may die intestate :— 1. Where no relatives are known, or who reside out of New Zealand ; 2.
