If returned to represent you in Parlia- \ ment, I shall always endeavour, as ' hitherto, to procure justice for the Eaat ' Const District, in the matter of public ! vorks expenditure, and advocate its ; claims of have money placed on | the estimates for the construction of ' roads and bridges, and especially the main arterial ones. 1 shall urge upon the Ministry the desirability of altering the procedure in dealing with native lauds to facilitate sub-divis on, by appointing a resident Lind Court Judge for the district until such time as the work may be completed ; and generally, to remove the ! restrictons which at present hamper the j Europeans and natives in dealing with j such lands. The settlement or the country can never bo properly effected until the wsste lands of the Crown are placed undo the control of the local bodies, and shall support a bill to effect the j same. I As I have already stated at the various entres of your district where I have had the pleasure of addressing you, I urn opposed to the Property Tax. I am in favour of rating the Crown and native lands; and generally, of bringing the natives under the same laws and obligations as the Europeans, and will support an intelligent, workable measure having that object in view. In the matter of local government I am strongly opposed to Provincialism and all its advocates, and favor an enlargement of either the County or Road Board system, but consider there should be only one taxing local body. ' I am a Liberal in principle, and shall ; < always support the Liberal Party in passing measures in accordance with those principles.
