: Electoral Notioea To tto Sleotort of tht Sait Coast. r^\ ENTLEMEN— Being on the eve I KJT of a general election, vital queatiutis of policy will be laid before the electors by the various candidates I throughout t ho Colony, and it is the j duty of one and all to use the power | oooferred under the present liberal I franchise, whether in the position of an elector or candidate. In the latter position I come honestly forward to express my views, and us« my most strenuous efforts in support of such measures rs I deem essentially beneficial to the welfare of the electorj ate, and conducive to the future pros- ; perity of the Colony at large. I hold strong view% on many questions of moment, bearing directly upon our rights and privileges as free men, living under a free constitution. I — l sm a supporter of the present MitiinLry. ■J— l am opposed to the disintegration of the Colony as at present constituted. 3— 1 disapprove of such a retrograde step from assured progress aa a reversion to effete Provincialism. 4—l advocate a curtailment of the extravagant expenditure under the present County and Rosd Board system, substituting one uniform valuation, one rate, and one co-operative system of departmental administration. s—l favor amendment of tho Property Tax, or substitution of a more equitable and less inquisitorial measure. 6—l am a supporter of Free Trade, and promotion of local manufacturing industries by liberal bonuses on value of products. 7 — l strongly advocate a better admin* iatration and more rapid settlement of our Waste Lands, by selection at nominal rates, free grants, and monetary assistance to farmers. B—l8 — I dhapprove of the reckless alienation of the public estates to absentees and large capitalist*. 9 — l propose equal rating of lands, including Government and Native. 10— The laws relating to Native land I tenure should be simplified ; all local and unnecessary Acts abolished ; giving extended powers under the existing Native Land Act of 1980 ; a system of local registration introduced, and a regular | circuit of the Courts established. 11— A modification of our present expensive system of primary education i is necessary. | 12— Districts geographically debarred from the benefits of Railway extension sho«ld in fair proportion be assisted in I the construction of other public work* j of utility, such as Harbours, Roads, | Bridges, etc : 13—1 should urge a remodelling of the Civil Service, by placing it on a non-political *nd bona Jidc guarantee basis. The foregoing is a brief outline of general policy. I shall, howerer, upon the public platform, more fully dilate opon those and the various looal subjects j touching the welfare of the whole ! electorate. ! CoMt Electoral Diatriot /^1 ENTLEMEN,— I beg to announce i VjT to you my intention of soliciting i your support at the forthcoming election. j If returned to represent you iv Parliament, I shall always endeavour, as hitherto, to procure justice for the East i Coast District, in the matter of public 1 works expenditure, and advocate its j claims of have money placed on | the estimates for the construction of 1 roads and bridges, and especially the ! main arterial ones. j 1 shall urge upon the Ministry the desirability of altering the procedure in j dealing with native lands to facilitate ! sub-divison, by appointing a resident Land Court Judge for the district until such time as the work may be completed ; and generally, to remove the restrictons which at present hamper the Europeans and natives in dealing with such lands. The settlement or the country oan never be properly effected until the waste lands of the Crown are placed under the control of the local bodies, and I shall support a bill to effect the same. As 1 have already stated at the various entres of your district where I i have had the pleasure of addressing you, | I mm opposed to the Property Tax. I am in favour of rating the Crown - and native lands; and generally, of j bringing the natives under the same laws and obligations as the Europeans, and will support an intelligent, workable messure having that object in view. In the matter of looij government I I am strwDgly opposed to ProviuolalUa and all its advocates, and favor an enlargement of either the County or ' Road Board system, but consider there 1 should be only one taxing local body. I am a Liberal in priuoiple, and shall > always support the Liberal Party in passing measures in accordance with those principles.
