In the latter position I come honestly forward t > express my views, aud use uiy most strenuous efforts in support of such measures ra I deem essentially beneficial to the welfare of the electorate, and conducive to the future prosperity of the Colony at large, I hold strong views on many questions of moment, bearing directly upon our rights aud privileges as free men, living under a free constitution. i I—l1 — I am a supporter of the present Ministry. 2—l sin opposed to the disintegration ! uf the Colony as at present constituted. 3—l disapprove of such n retrograde stop from assured progress aa a reversion to effete Provincialism. j 4—l advocate a curtailment of the ex- ' travagiii.t expenditure under the present County and Road Board Kystem , substituting one uniform valuation, one i rate, and one co-operative system of ! depart nental administration. i 6—l favor amendment of the Property Tax, or substitution of a more equitable and less inquisitorial measure. 6 — l am a supporter of Free Trade, | and promotion of local manufacturing industries by liberal bonuses on value of ■ products. 7— l strongly advocate a bettor ad ministration and more rapid settlement of our Waste Lands, by selection at nominal rates, free grants, and monetary assistance to farmers. I B—i8 — i disapprove of the reckless alienation of the public estates to absentee* and large capitalist*. 9—l propose equsl rating of lands, including Government and Native. | 10— The laws relating to Native land i tenure should be simplified ; all local and | unnecessary Acts abolished ; giving extended powers under the existing Native ! Land Act of 1880 ; a system of local registration introduced, and a regular circuit of the Courts established. 11— A modification of our present expensive system of primary education is necessary. 12— Districts geographic illy debarred from the benefits of Railway extension should in fair proportion be assisted in the construction of other public works of utility, such hs Harbours, Roads, Bridges, etc. 13—1 should urge a ri modelling of the Civil Service, by placing it on a non-political aud boiui fide guarantee basis. . The foregoing is a brief outline of general policy. I shall, however, upon the public platform, more fully dilate upon these and the various local subjects touching the welfare of the whole electorate. In conclusion, geutlemen, T trust you will support my candidature ; as having served you faithfully in many public positions in the past, I seek your further confidence in my earnest desire to serve your best interests in the future. To the Electors of the East Coast Electoral District. /~1 ENTLEMEN,— I byte to announce \JT to you my intention of soliciting your support at the forthcoming election. If returned to represent you in Parliament, I shall always endeavour, as hitherto, to procure justice for the East Coast District, in the matter of public works expenditure, aud advocate its claims of have money placed on the estimates for the construction of roads and bridges, and especially the main arterial ones. 1 shall urge upon the Ministry the desirability of altering the procedure in dealing with native lands to facilitate sub-division, by appointing a resident Land Court Judgu for the district until such time as the work may be com- ' pleted ; and generally, to remove the restrictions which at present hamper the Europeans and natives in dealing with such lands. The settlement or the country can < never bu properly effected until the waste lands of the Crown are plaoed under the control of the local bodies, and I shall support a bill to effect the same. As I have already stated at the various centres of your district where I • have had the pleasure of addressing you, I am opposed to the Property Tax. 1 am in favour of rating the Crown and native lands; and generally, of bringing tiie natives under the same laws and obligations as the Europeans, and ' will support an intelligent, workable measure having that object in view. In the matter of local government I I am strongly opposed to Provincialism < and all its advocates, and favor an enlargement of either the County or Road Board system, but consider there should be only one taxing local body. ' I am a Liberal in principle, and shall always support the Libenl Party in passing measures in accordance with ' those principles.
