McDowell, con 7 tractor, requested"' that the engineer'be" instructed to put the level pags in Stanley Road, in oi der that he may be able to. .proceed with the contract. The Engineer stated that pega had' been put in long ago, and that for" the present McDowell bad left off work. Furious Driving. — Sergeant Kidd informed the Council of the fact of horses being driven furiously along : the roads, and iristancedOhas. Campbell A\il the employ of Mr. S. Stevenson as having repeatedly driven a mob up Childers-street. It was a darigerbus practice and might result in an accident. Ors. Bennett and Clayton stated they had heard ■ complaints and wanted the permission that had been given cancelled;' Or. Pulleine failed to see why he was required- to take out a license' at'the bidding of the. Town Clerk. The Town Clerk said "he was carrying out' the Bye-law,- which read that — "If any person trades as, or carries on business within the Borough as,a pedler or hawker, without haying flrat obtained a, license, he shall forfeit and pay on "convic- i for every such offence, any. sum not r ex-_. ceeding five pounds, and every person trading or carrying on such business as aforesaid, within any such borough, shall be deemed and taken to be unlicensed,* unless he shall prove to the contrary, by' the production of the lioease or otherwise. . The sum to be paid for a license to peddle and hawk, shall be forty shillings. That any person opening, temporary rooms for the retailing of goods, for a period of IeBS than three months be considered a pedler, within the meaning of cub-section 17 — 349, and the license for such pedlar be five pounds." Cr. Piesse said the. question was whether he was a pedler or a hawker, and if he had rented the premises for less than three months. It was resolved that Mr. Pulleine be informed that in the opinion of the Council he ia required to take out a license.. Punt. — As work on the line was going to be stopped for repairs to rolling stock, Mr. McLeod suggested the ad; visability of the punt receiving a coating of tar, as it was being destroyed by the ravages of worms. Cr. Bennett proposed that the Engineer be instructed to give it two coatings of tar; and to^ caulk it. Cr. Whinray seconded. Or. Piesse asked that the specifications be looked up. The contractor got the use of the punt -and ought tpieep it in proper repair. The motion was carrieed, the only stipulation being that the expense do not exceed £10. The Public Works, Committee, were 'authorised to proceed with the work. ; Wharfage on Wool. — On an application from Messrs. Graham and Co., re fche- ; charge- : fpr .wharfage ..on incoming vhx>\, it Was resolved^— " That the wharf- ■ inger be instructed not to charge-wharf-age oh incoming wool this season." Water Works Scheme. -^-His; Worship read a letter from Messrs;; T. and S. Morrin, which had been sent in reply to a letter which had: been addressed r unofficially by him to that firm. Messrs.; Morrin stat that they had the plant, and : were prepared :to : undertake, the . work. ; They wanted information .as to whether! payment would- be" 1 by "debenture, and required full data from a I competent engineer. , ' Or., Piesse proposed, and His Worship seconded,-^" That the Engineer ;be instructed to visit the locality, and make a preliminary report, as to distance, height, force, quantity, &p.". Bennett said he would Vote against the proposition and amendment, because the scheme would he -inipratfcable on account of the monetary difficulty. Cr Townley said afirra had volunteered to construct waterworks if the information was satisfactory. His Worship the Mayor then pro-posed-that the Engineer be instructed to. prepare a preliminary report upon the. proposed Water Works, and to furnish such data as he may deem useful to the. i Council. The metftl from the Kaiti Beach is being delivered in the usual

quantities, and the quality seems improved. The Committee appointed to iihapect the same, will doubtless report thereon. Mr. M'Dowell will finish his contract for the Stanley and Childera ; Roads, before suspending work. .. The alterations proposed are being proceeded with, two men being at present engaged on the works. Two extra men :have> been engaged to clear out the Roebuck' Road drain. In reply to Messrs. Parnell and Boylan's letter of the 3rd instant, I beg to state that Mr. Boylan requested me to assist him in making up his tender for the various articles called for by the Council. I devoted a considerable amount of time to this, and afforded the fullest information possible, as to the quantities and qualities of the several items scheduled, and likely to be required for the ensuing twelve months ; stating at the same time, that the supply of the articles would be contingent upon the tender being accepted, and the requirements of the Council. I have the honor.' ttf forward the following report :— . • ■ -.jOne hundred and flfty four trucks hive been delivered during the last fortnight, and I would- request ' payment on. the quantity delivered at the usual rate, namely, 75 per cent. As reported last week, the contractors have expressed their willingness to suspend further operations until the month of''' March. Under Williame' contract 84 chuin^ 50 links of formatioji has been completed on Aberdeen RoadJ for which I have to request payment at the rate of 75 per cent.; also for 104 ; chains of Bhingling footpaths on the Palmerstqrt Road —as per schedule attached. : In reference to contracts No. 6 for the formation of Childers and Stanley Roads, an account has been forwarded by the contractor, for assumed extras amounting to the sum of £95, or £5 in excess of the whole contract price for 76 chains ; pf The assumed extras are confined to a space of 6 chains from Daly's corner, or at tiie rate of about £16 per chain. The contractor charged la per cubic yard, his contraot price being 3£<L per cubic yard. f I may state that no equitable claim for&uch or any other extras exists, as according to the specification tendered for by him; 7,160 cubic yards had to be removed, -2,100- of which w&d to ba catted for a distance not exceeding 10 chains. .. Every possible latitude and information ; has been afforded the contractor on all occasions, and in the absence of myself the foreman of the work attended to him .daily. Progress payment have been made: at the ratet>f 90 per cent. so as to allow- the workmen to be paid. The contractor on a previous occasion left the works, and on Friday last abandoned them, leaving them in an incomplete state. Cbtmcxl-went intb Committee of whole to discuss : the reports; : Mr. Boylan was introduced by His Worship the Mayor, who; on behalf of Messrsi Parnell arid Boylan desired to make an explanation with regard to the .drain pipes they had procured 'on the strength of their being the successful tenderers. His firm had procured pipes representing a considerable aum of money, he desired to know- when the Council required them. He understood that the pipes would be required within three mbnthai' and as the Council had not proceeded with the works, they were dead stock. * They : were, simply ordpred' by his^ firm for the purpose of Supplying the contraot; /. - A long discussion ensued' on the subject. Bennett proposed that the question of metalling Palmerston Road stand over for discussion at a future meeting ; carried, there being Or. Whinray in the minority. .:,.,. In the matter of McDowell's contract, it was resolved that the work in hand be completed, and that; the extras' be, then assessed, and if not satisfactory to Mr. McDowell, that arbitration be resorted to. Mr. McDowell was understood to agree to abide by this resolution. y . The accounts recommended for payment were passed. | Outlet Drain Childbrs Road — Or. Bennett proposed that the present drain in front of Brassey's house be filled in, and that the old drain be utilised, theculvert being removed to the site of the old one. The resolution was carried, and the Roebuck portion of the drain was also ordered to be filled, two feet pipes were ordered to be used in the culvert. General — The question of the artesian well was further adjourned. Mr. T. Faram was appointed Registrar for Gisborne under the Dog Registration Act. A supply of collars (250) was received from Mr. M. Hall. The Council adjourned at midnight. . .
