BOROUGH COUNCIL.

Present : — Councillors Townley (in the absence of the Mayor in the chair), Adair, Whinray, Morgan, Brown, Piesse, Clayton, and Bennett. The minutea of t'ne previous meeting were read and confirmed.

Correspondence. — To. Mr. Woon ( and others, stating that the work required by them under clause 220 Municipal Corporations Act, would' be done if they required it. To Allan McDonald, M.H.R., requesting that lie would oppose the withdrawal of subsidies by the Government, unless some other measure was substituted.

Telegrams from His Worship the Mayor, informing the Council that the Recreation ground had been vested in the Council ror recreation purposes, and that the Council could therefore exercise control, and that the Crown Lands Commissioner informed the Mayor that definite instructions to prepare grants had been received, and that the Council were justified in immediately utilizing them. Tkre Planting. — A letter was received from Mr. Henry Bull, applying for permission to plant trees on either side of Carnarvon-street, from the junction of Aberdeen Road for a length of 4 chains towards the Taraheru River, also to ba allowed to put a temporary wire fence with gate at said junction to prevent depredations from horses, &c. The application was granted, subject to a gate being fixed. Melbourne Exhibition. — A letter was read from the Secretary of the Commission, requesting that the same Committee act for this district as did f ormerly for the Sydney Exhibition. Cr. Townley presumed that the best course to adopt would be call a public meeting for Wednesday, the 4th May, in the Council Chambers, at which a Comimtteefoonid"b% 'appointed) -- «Btd-%hat- a reply to that effect be forwarded. Agreed to. Day Labor. — A communicaton was received from His Worship the Mayor, recommending that in order to provide employment to the unemployed, most of the work be done by day labor. Though this was a departure from the general rule, it would afford relief to many of the unemployed during the winter months. In discussing the matter all the Councillors concurred with the views expressed, but at the some time, thought that the present expenditure of £30 per week for day labor was excessive and should be limited. It was resolved to receive His Worship's recomendation, and that the expenditure be limited to £15 per week during the next fortnight. Sheep Dip. — The Inspector of Nuißances reported that from what he had ascertained there could be objection to the erection of J;he proposed dip, and as Littles Chemical Fluid, which was nonpoisonous, would be used, no possible nuisance could arise. It was resolved that permission be granted to erect the dip, provided no [nuisance results therefrom. Shingle Roofs. — The Fire Inspector called the notice of the Councillors to the fact of the house erected by Mr Sobers being roofed with shingle, and requested to know whether the bye-law had been rescinded. The majority of Councillors agreed that clauses 2 and 3 of bye-law No. 14 were rescinded, and that they could not interfere. The restriction, now only applied to both sides of Gladstone Road, from its junction with Read's Quay to Grey-street. Storage of Hay.-— The Inspector also reported that a quantity of hay was stacked in an unprotected manner by Mr. E. P. Joyce, in his yard, and requested instructions how to act. It was resolved that Mr. Joyce be served with a notice to comply with bye-law No. 6. Drainage. — The Engineer vras 'instructed to report aB to the advisability of conducting the drainage of Gladstone Road from Derby-street to the Greystreet culvert. Rates. — It was formally proposed by Cr. Townley, and seconded by Cr. Brown, that the rate for the ensuing year be Is. in the £, payable on and after the 27th April. Payments. — Salaries, wages, and accounts, amounting to £130, wore passed for payment. Tenders Kaiti Metal.— A. Robb, 7s per cubic yard for 4 inch, and 7s 6d for 2h inch delivered by dray or tram ; O'Dwyer and Sullivan, 4s. 9d per cubic yard, and £200 required for reversion of the tram to the Council after completion of contract ; j A. Ledger, 8s 6d per cubic yard ; M. McLeod contracted to deliver metal as specified at 6a, or at 4s Gd if not broken, and lay a tram on either side of the river, sleepers being of hard wood. He also agreed to hand the tram over to the Council on completion of contract for nil. Cr. Bennett proposed, and Cr. Morgan seconded, that Mr. McLeod's tender for metal at 4s 6d per cubic yard be accepted. Tenders for thrre Culverts.— M. McLeod, £88 ; A. Ledger, £105 ; H. Fraser, £120 ; Edward O'Dwyer, £102 j A. Y. Ross, £118 ; David Skinner, £90 ; Somerville Bros., £105 ; J. Williams, £85 10s (accepted.)
