COOKTOWN.
Monday. The steamer Bowen, which has arrived from Singapore with the Torres Straits mail ; brings news that the French Admiral has been instructed to occupy Tonquin in Cochin China. He will collect a duty of two per cent on imports, and one per cent on exports, and twenty per cent per ton on vessels leaving for Manilla.
