LONDON.
January 25. It is proposed that the British troops in Afghanistan shall retire from Oabul to Jellabad, and the appointment of a British Envoy at Cabul will probably be waived in the belief that the frontier province, between Khyber and Khuruni, will be formed and strengthened.
