LONDON. November 27. The Archbishop of Dublin has issued a pastoral letterdenouncingthe agitators who are disturbing the peace of Ireland. Tt is expected this will have an important effect in quieting the present excitement. Already the agitation appears to be cooling down, especially since the statement that the Government would adopt means by raising loans and otherwise to alleviate the prevailing distress. A meeting held to denounce the Government for arresting the leaders of the agitation, passed off quietly. The speeches on the whole were moderate in tone, and there have been no serious disturbances.
