Poverty Bay Herald. AND East Coast News Letter. PUBLISHED EVERY EVENING. MONDAY, AUGUST 11, 1879.

Captain Pobter's address to the East Coast constituents will be found m oni* columns of this evening j as also an announcement asking the electors of Gisborne and Poverty Bay to tneet him m the Masonic Hall, to-mbrr ofr night, to hearhirn enunciate his views on matters pertaining to the interests of the town and districts, and Of the Colony generally. In calling this meeting, Captain Porter desires it to be well understood that he does; nqt separate himself from any central committee, or any . public meetings which maybe called to allow of the electors deciding which of the candidates' shall go to the poll. He holds the opinion common to all that a contest among the candidates would more than prebably result m no one of them being returned. But he is anxious at this early^pefriod to address, thf electiirS^Mit is ifuite possible he' may at any hour be called away to proceed up the^Obafct m the Bevvice of the Government and so be placed at a disadvantage. That Captain Porter's candidature is made on grounds of the public weal cannot well admit of a doubt, when it is mentioned that m accepting a sea.t in Parliament he will have to throw up his official appointment,, with ajl; the emoluments thereto attaching. In his address Captain Porter tells the electors that he comes forward on strictly independent grounds. He says " my 'views are liberal, aud I desire only the good of the district, sind the welfare of all." Captain Porter then refers to his fourteen • years' residenca m the district, which has mad© him jcpnversant with all its requirements. His sympathies go with the Europeans aud the Maories, wishing for such laws as will cement and consolidate the interests of both races. He says -" my family, nay property, all are here, and I hive no outside interests save those which I haye m common with any colonist—--the welfare of. the country." " I have/ the candidate goes on to say, " with many of the early settlers passed through vicissitudes of which few 6f the younger settlers can have any conception." After refemng to the. hardships he had endured m the early days of tho settlement, Captain Porter states that he has also been at the service of the people of the Bay as a member of Road Boards, S6IIOOI Committees, County and Borough Councils Mayor, and other local public bodies. The questions which Captain Porter proposes to discuss to-morrow evening are : — (1.) Native Lands ; (2.) Settlement of Titles; (3.) Public Works, Bailways and Roads ; (4.) Education ; (I).) Taxation, Income and Land ; (6.) Land Tenure ; (7.) Representation ; and xipon various local matters, a a Harbors, Roads, Reserves, Railways, Commonages, and special settjements. These be all important questions, admitting Nof many and widely differing views and opinions. We have no doubt but what the meeting ■•will be felt as one of considerable interest aud importance, and that it will be well attended. We presume that other candidatures will issue their manifestos, and will address tiio electors from some platform. When all have been heard ; and there is little time for delay, then the public having made their choice as indicated by a majority to be clearly ascertained, then the selected candidate should be plumped for m a block vote.
