Saturday.^ The Council met at noon. The Appropriation Bill passed through all its stages. The "Maori Prisoners' Trial Bill" passed through all its stages with a few amendments ; one being that it should only remain m force thirty days after the opening of the new Parliament. On the second reading of the " Peace Preservation Bill," there was an animate! debate. Sir Dillon Bell said the Governor would violate Royal instructions by assenting to such a Bill. Hon. Mr. Waterhouse said he would rather cut off his right hand than vote for it. ' Hon. Dr. Pollen and Hon. Mr. Scotland said to pass it would be equivalent to a declaration of war. After some further debate the Bill was thrown out by 16 to 6,
