BOROUGH COUNCIL.
At the general fortnightly meeting of the Gisborhe Borough Council, held last night in the Council Chamber, there were present : His Worship the Mayor, Councillors Adair, Clayton, Townley, Walker, and Page. After the minutes of the previous meeting were confirmed, the following correspondence was read : — Correspondence to J. Brownlow, requesting immediate payment of rent for the Turanganui Ferry. — To C. G. Audrews, Bank Inspector, acknowledging the receipt of telegram authorising tern* porary credit to the extent of £350. — To the Manager of the Bank of New Zealand, forwarding coupons for the £10,000 loan. — To Captain Morris, M.H.R., requesting him to uige the Government to vest the reserves with the Borough,for which, repeated application had been made. — From the Under-Secretary . of Public Works, in answer to the joint application of the Borough and County authorities re the £20,000 loan for the construction of the Gisborne-Ormond railway, stating that Ministers could not comply with the request, as only those works authorised could be constructed from the public loan. The Mayor said that the communication having been addressed to him, he | submitted it to the Council, in order that they might suggest steps as to what they were to do now relative to the matter. The reply would also be referred to the County Council. He thought they ought not to let the matter drop, but make every effort to achieve the object in view. Want of communication was a great drawback to the prosperity of the Bay, aud they could every day see the evil resulting from it. As an instance of this, coining under his observation during the week, he might mention that it cost a settler at Patutahi, who brought a quantity of corn j into Gisborne, Is. a bushel for its transit. He hardly knew what course they should adopt in the face of the pending dissolution of the House. They hsould persist in obtaining it and express their opinion to that effect. "Cr. Walker thought that as so very little notice had been taken of the joint representation made that the member for the Bay, and others who take an interest in it, should be communicated with on the subject. After further discussion it was moved by the Mayor, seconded by Councillor Walker and carried : " That the Oounoil is of opinion that on the re-assembling of Parliament further efforts should be made in placing the matt.ec. before the House, and that the necessity for granting the loan for the proposed work be urged on the Government, and that the Connty Counoil be requested to co-operate. From E. P. Joyce, relative to the condition of Peel-street from the Gladstone Road to the Taraheru River. Councillor Clayton thought if the watercourses were made it would be < sufficient for the present. This could be done by the day laborers and prisoners after the present work in Chil* ders-street was finished. It was resolved that the Engineer be instructed to employ the day laborers and prisoners in Peel-street after the works in hand are completed. From E. Woon, Secretary of the Library Committee, requesting postponement of the public meeting to the 16th inst. — Granted. Reports. Ferry — Councillor Walker, Chairman of the Public Works Committee, reported that the site selected by the Engineer for the approaches had been inspected and approved of, and recomended that tenders for the work be called for. Depot for depositing Nightsoil — The' Committee had selected a site within the limits of the Borough near the Awapuni sand hills, which they considered suitable and convenient to the town, and it was resolved that the fixing of the depot be publicly notified. The Inspector's report was read and 1 received. Payments — Payments of salaries, wages, and for carting were authorised. Be Supreme Court — It was proposed by the Mayor, seconded by Councillor Townley, and carried, " That a letter be written to the Minister of Justice, endorsing the action taken by the residents at a public meeting. " Prison Labor — It" Was resolved that a letter be written to the Commissioners of Police, asking for extra accommodation at the Gisbome goal in order that short sentence prisoners may remain here, where then labor could be advantageously ulitized for the Borough. Earth-Closet System — Or. Walker moved that on and after the 30th Sept. the earth-closet system be enforced in the Borough ; that the boxes be 2ft Gin long, lft 3in wide and lft 3in high, provided with cleats, and made to the satisfaction of the Inspector of Nuisances, and that tenders be immediately called for the periodical removal of the soil. Seconded by Councillor Page, and carried. £10,000 Loan — It was resolved that Sir Julius Vogel's letter, re floating of the Borough loan, he'acknowleg'ed, and that he be informed of the authority to the Bank of New Zealand to negotiate it.. .
