Harvest prospects are unfavorable, the crops being partially destroyed by rains. England and France have accepted the responsibility of administration of the financial affairs of Egypt. In the House of Commons on July 4th, a motion was agreed to for an address to the Grown for a Royal Commission on distress m agricultural districts. During a discussion on the Army Discipline Bill, the Government agreed to the virtual abolition of flogging. News from Cape Town states that Cetewayo has made proposals of peace, and that offensive operations are suspended pending negotiations. The British forces, however, are advancing. The troopship Orentes has sailed with the body of the Prince Imperial on board. It is current' "that another loan is to be floated for New Zealand. It has been deoided to appoint a Minister of Commerce and Agrioulture with a Beat m the Cabinet.
