May 6. The ; Secretary of State for Foreign Affairs in reply to a question, said the Government expect that the Russian interpretation of the Treaty of Berlin, in respect to the evacuation of Bulgaria and Jtiounaelia, was that it was to commence on 3rd May and end on the 3rd August. In an authograph letter from the Emperor of Russia to the Sultan, he notifies that the evacuation had commenced, and urges friendly relations between the two Countries. In the' House of Commons, the Chancellor of Exchequer, in reply to a question, said, with a view to an early settlement of the difficulties in Zululaud, instructions had been sent to the Governor and High Commissioner to abstain from a policy of annexation and to contine their efforts to protecting the Colony from damage. The Secretary of State for Foreign Affairs in reply to a question, said he believed all tiie Powers would agree in the proposal for mediation of the French Minister for Foreign Affairs between Greece and Turkey. Cape Town news of April 23, states the movements preparatory to the British advance with Zulu land have commenced, and that the actual British advance takes place in a fornight.
