LONDON.
March 13. Russia has issued a circular note to the Powers, pointing out certain questions regarding the Treaty of Berlin, which is still undecided, and may lead to fresh local disturbances. Serioua political riots have broken out m Russia. The Nihilists have murdered four officers. Strong measures of repression are being taken m Russia against Nihilists m consequence of the murder of four officials.
