March 1. The Czar considers that measures to protect the inhabitants of North Balkans from injury should be adopted before the Russians evacuate. The Victorian loan is postponed till the political position is settled. The banks advised yesterday that they would place three millions at 96, provided the remainder was withheld for 18 months. There will be no decision a3 to the mail tenders till the question of British postage is settled. In wool prices are weak, with a tendency to decline. Wheat has advanced Is to Is 6d ; New Zealand wheat, 42s to 465. Consols, 96£. New Zealand 5 per cent 103£. Wheat, a shilling; higher. The mails via Brindisi, per Aconcagua, were delivered to-day. March 2. Ynkoob Khan has written a letter to the Viceroy of India, containing overtures for the renewal of friendly relations with the British Government. The letter adds that news has been received at Cabul of the death of Shere AH.
March 3. The British and French Governments have resolved to declare to the Khedive of Egypt that Nubar Pasha's retention of the Presidency of the Council of the Fgyptian Ministers, which office he recently resigned, is indispensible. The last of the reinforcements startad for the Cape to-day.
